The Commissioner will assess the Ukrainian authorities' respect for their obligations towards the Council of Europe, especially with regard to justice reform, allegations of torture and ill-treatment by the police, and the treatment of migrants and asylum seekers. The agenda will also include discrimination based on religion and sexual orientation, children’s rights, violence against women, the rights of Roma, the authorities’ record on fighting human trafficking, the HIV/AIDS epidemic and the treatment of elderly people.

Commissioner Hammarberg will also visit police stations, detention centers, secondary schools, shelters for migrants and psychiatric hospitals. Beyond Kyiv, the Commissioner will also travel to Odessa and Lviv. His final report on Ukraine will be presented next summer.
