Decree of the President of Ukraine on biometric control for foreigners comes into force
President Petro Poroshenko has signed the Decree No. 256/2017, which enacts the decision of the National Security and Defense Council of Ukraine of 10 July 2017 "On strengthening control over entry into Ukraine, departure from Ukraine of foreigners and stateless persons, compliance with the rules of staying on the territory Ukraine."
In order to ensure national security, strengthen control over entry to Ukraine, departure of foreigners and stateless persons from Ukraine, compliance with the rules of staying on the territory of Ukraine, the National Security and Defense Council of Ukraine instructed the Cabinet of Ministers of Ukraine to ensure the implementation of measures to strengthen control over entry into Ukraine, the departure from Ukraine of foreigners, including citizens of the Russian Federation, and stateless persons, with the participation of the Security Service of Ukraine within a month's time.
The government was also instructed to take measures to improve the legislation on the procedure for registration of residence / stay in the territory of Ukraine for foreigners, including citizens of the Russian Federation, and stateless persons from the states of migration risk. It was instructed to issue a decree to update the list of countries of migration risk and include the Russian Federation in it.
The government should also work out within two months the issue of the mechanism and the stage of the introduction of the preliminary electronic message by foreigners and stateless persons on entering Ukraine; entry into Ukraine and departure from Ukraine by foreigners, including citizens of the Russian Federation, with foreign passports containing a contactless electronic device.
The decree also sets a three-month deadline for taking measures to establish and ensure the functioning of centers for the provision of administrative services in the vicinity of checkpoints for border crossing.
In addition, the government should ensure the beginning of the functioning of the national system of biometric verification and identification of Ukrainian citizens, foreigners and stateless persons effective 1 January 2018, having resolved the issue of the necessary resource support for fixing biometric data of foreigners, including citizens of the Russian Federation, and stateless persons when carrying out border control at checkpoints across the state border of Ukraine and at control points of entry and exit.
