Defining Azerbaijan’s demand for labor migrants

A focus group on improvement of the methodology for determination of the quota for labour migrants held a meeting at the Ministry of Labor and Social Protection of Azerbaijan.

During the meeting Elnur Suleymanov, head of the Employment Policy and Demography Department, stated that the question of protection of internal labor market from the global economic crisis is one of the matters that is in the center of attention.

"In this regard, work is underway to clarify the demand for foreign labour force and improvement of the mechanism of definition of quotas for labour migrants. The quota for migrant workers was introduced in Azerbaijan in 2009, and when granting permission to migrants the employment of the local workforce is taken into account. A positive conclusion is given only if there are not enough local specialists on certain types of activity," Suleymanov added.

He points out that there is a need to improve this mechanism, in particular, it is important to develop proposals for the definition of quota, the specification of the demand for foreign labor, accounting of trends of economic development.

The Ministry jointly with the International Centre for Migration Policy Development (ICMPD) began a joint study to determine the demand for foreign labor force in Azerbaijan.
