A new Framework Agreement between the Ukraine and the EU

President Victor Yuschenko has instructed the Cabinet of Ministers to appoint a delegation to the talks with the European Union on signing a new Framework Agreement between the Ukraine and the EU.

A Presidential Decree to that effect was issued on October 9.

The Decree states that the new Framework Agreement between the Ukraine and the EU will replace the Treaty of Partnership and Cooperation between the Ukraine and the EU and its Member States.

"The Cabinet of Ministers shall, within a month, ensure that the issue is given due consideration and, in accordance with Article 5 of the Law of Ukraine "On International Treaties", propositions regarding the membership of the Ukrainian delegation at the talks with the European Commission on signing the new Framework Agreement between the Ukraine and the EU, and the draft General Directives for the Ukrainian delegation at the aforesaid talks are submitted", the decree states.

Hungary promises to facilitate the signing in 2007 of the Enhanced Agreement of Co-operation between the Ukraine and the European Union, which will include a provision concerning the Ukraine's association with the EU.

In June 2006, European Commissioner for Economics and Monetary Policy Joaquin Almunia predicted the signing of the agreement of association between the Ukraine and the EU in 2008.
